I looked at a map and it seems that both of LEAH's oil properties (the second deal has not been announced as yet) are in the Easternmost part of Kazakhstan near the Chinese border, a good ways east of the Caspian.

According to the article, this may actually be better for LEAH. Looks like the Western companies are not putting much money into the Caspian area given the low price of oil. However, China is offering to buy the oil and build a pipeline for the fields near its borders.
