Perhaps the ISPs would have to pay something for use of the pipes. Isn't this reminiscent of the telcom reseller situation which allowed for the creation of so many CLEC's?

That seems logical. But then the question is will people want to pay that extra fee on top of the pipe fee just for AOL's content?
