Not a factual base, a logical base. I observe that large institutions with a vested interest in preserving the status quo often proclaim that simple charity, not systemic change, is the best response to poverty. I observe also that in many countries that are still strongly rooted in a feudal/colonial past, it will be impossible to alleviate poverty without systemic change. I observe that the institutions referred to above prefer to give praise and publicity to those who give charity without addressing systemic issues. I observe that people who do address systemic issues are generally not given praise and publicity. I speculate that the praise and publicity are motivated less by the benefit to the poor than by the absence of any attempt at systemic change, and the justification given to the theory that charity alone is sufficient.
