A chart, showing the January Effect, can be seen here:

This is an average, over many years, of the S&P low price stock index.

You can see from this chart that the best time to buy low-priced stocks is around Christmas, and the effect is largely over by mid-February.

I'm actually not sure what criteria go into the S&P index, such as limits on market cap and stock price.
