Yes, this can make a difference in terms of speed. It may or may not be noticeable, depending on how bad your connection is now.

It will make no difference for security.

For security purposes, make sure you use a 128-bit browser. Also, makes sure that "File and Print Sharing" is disabled is the TCP/IP protocol that binds to your Dial-up Adapter. And if using IE4.01, don't save your Datek password in the browser.
