I get NT to say its safe to shutdown but when I either press the power switch or use Orbits keyboard route just the monitor goes to sleep but BigBoy keeps on ticking.

Orbit's procedure should work to completely power down/off Win98. You can not completely power off NT from the keyboard or with a mouse. You will have to use the switch (in your present case the wall plug) for the final move.

You have properly shut down NT (written appropriate files to the harddrive) when you see the safe to shut down NT screen.

How long did you wait after hitting the power off switch? If I have to power off my Aptiva (Win95) with the switch (ie computer is not responding to keyboard) I hit the power switch and nothing happens right away. About 20 seconds later the machine turns off. (I have been tempted to pull the plug to shut it off...I know that will work.)

I wonder if there is some type of power control setting in the bios?

EDIT..I see you answered that one already.
