Mark,
The only thing close that I experience is being a parent. I can tell you my desire for my children to fear me is motivated by love. I have tried the conversation etc... and found that human nature does not lend well to training without fear. I wish it were so but a good discipline trains more effectively in truth. Being that God knows all I am sure He is doing what you said bringing all to love and some come by fear and some do not.However, a person that resist him continually will not come around for it will be a continued struggle and God knows IMO when there is no more chance for them to ever accept his help. My one son I can just frown at him and his life is miserable but the other son can be in his room for a day before he will attempt to change his ways (repent):) But I know that a parent that loves their child is careful to discipline (train) them.
My conclusion Mark is that idealy people would learn better without fear but in reality it does not work. Trust me:-) One thing I can say is that God deals with us as complete idividuals on a very personal level.
The Bible does emphasise that we should not fear anything but God and gives many scenerios of disaster resulting from fear of anything else. Again I relate it to myself as a parent and know that is very far from the mark but all that I have experienced.
