Part of SSA's challenge was having to do it all within budget, i.e., no extra funds, if I remember right. That agency launched the USG's Y2K focus, and one of its execs headed up the initial inter-agency committee on Y2K.

But this matters not, since Eski says we're all smokin' something funny. ggg.
