Well, as I already said in another forum, these tariffs don't mean a thing to me -- I'm in Europe. To answer your question: only the US Field organisation can 'rely' upon these.

As for Japan Inc's pricing, they *were* more desperate to enter the (fairly large) US HPC market, and pricing tended to show this -- though they do tend to offer machines with ridiculous discounts in Europe, they have to: the SV1 is a machine that is all about making vector machines with great per-processor performance affordable, an aspect which most Japan Inc. machines do not address with the same effort.
