tippet, you are involved in a regulated utility, although I don't know which, I assume from your post that it isn't telco. However, you should know better than the rest of us what it takes to increase competition in a regulated utility. As long as the politicians in rural areas squeeze telcos to provide service to their constituents at a loss, the trade-off is going to have to be some form of protectionism. Isn't it? I guess you noticed that the RBOCs just lost their challenge to act as long distance carriers until they opened up competition to long distance companies in the local carrier arena.
