I was living in Cleveland when the Cuyahoga caught fire - the refineries used to just dump tailings into the river, and it burned more than once. This was also about the time that the mayor, Ralph Perk I think, set his hair on fire with an acetylene torch while dedicating a bridge. Cleveland also had the 'boy mayor' Dennis Kucinich, who really looked like he was about 12 years old. He appointed a couple of attractive but not mentally well endowed young women to high public office, among his many other stunts, and put the city into default on its bonds. I think Cleveland was also the first major city to elect a black mayor, and black politicians in the city have set a high standard for fair and representational government, much more effective than the 'machine' politicians they drove out.
