A budgeted number does not necessarily mean they have cash in hand. They likely are budgeting for sales to offset the expenditures, and thus the forward looking statements disclaimer at the end of the release.

I've been away recently - any word on where the 35MM came from? Is is another deal like the ZULU one (includes debts, etc).
