Chris:

The basic concept of option is: buying call is bullish and buying put is bearish. The reverse holds.
Selling Jan40 puts on ONSL is bullish because you expect the stock will not come that low between now and X-piry date, so that you keep the premium. Even if that comes down below 40, and you are assigned, you think the stock is worth more than 40 minus premium.

Your statement is 100% correct.
