"The Commerce Department released rules that loosen export
controls on data-scrambling products for the insurance and
health care industries and for online transactions in
certain countries. The rules were to take effect today,
implementing policies first announced by the Clinton
administration in September. The rules also ease export
controls on encryption technology for overseas subsidiaries
of U.S. companies."
