I believe it was posted earlier or one similiar to it.

However, one interesting point is that it took the a popular vote among Europeans to bring about the EMU. In exchange the ECB has to deliver something to each country's political leaders to sustain support for the Euro and higher taxes on corporations.

I believe this will create considerable debate and instability in Europe in 1999 as politicians and the ECB attempt to find a middle ground acceptable to both parties.

Jobs are the currency of politicians. Should the ECB create further unemployment, there will be considerable pressure upon them to alleviate it through lower interest rates. Lower rates will lessen the attractiveness of the Euro, and help to support the dollar.
