It could be as simple as

the difference in approach between highly focused versus widely dispersed marketing strategies. If CYI thinks they can effectively forego scope and reach due to the quiet building of strategic alliances, then we are stuck with inference and reading between the lines since very little of that information is likely to make it outside the meeting room. Another thing to consider is that some of the competitors may wish to make a larger splash because they are failing to achieve strategic alliances and must cast a wider net.

Let's see what the secure computing group starts to do as a better indicator of integrating aspects of these two markets. There are some overlapping requirements in the field which Panasonic will probably be unable to achieve.
