I will have to do some legal research on the relevant laws and past cases to determine the exactly what being a "stock promoter" entails and get back to you on this. I know that if a company gives you cash or shares to push a stock, you are considered to be a "promoter".

[Are you saying that Wall Street West and Stock of the Month were paid by DGIV to "tout" DGIV stock?]

Since there are no recent SEC filings from Digitcom, the nature of how Wall Street West and Stock of the Month came to be promoting DGIV remains unclear.
