FWIW, I would point everyone interested in the infrastructure issue to "The Promise of Methanol Fuel Cell Vehicles" on the American Methanol Institute's website. In that report you will find lots of answers to these very same questions. They discuss how the infrastructure will start in a few states and will spread from there. They mention that the cost to equip 10% of all US gas stations would be around $1 billion. They also have formulated recommendations for government incentives to install the infrastructure. It's all right there for you.

In terms of the overall cost it would appear to be much less than the cost of the latest attack on Iraq, for example. President Clinton is also reportedly thinking over revisions to his budget incentives for fuel efficient cars. The EPA is looking to bring in tighter restrictions on auto emissions and Calif. has recently changed their emission standards to encourage methanol fuel cell cars by giving credit to automakers against their required LEV sales. My point is that government will be a large supporter of this technology and a simple ROI formula on methanol equipment misses the point.
