Testimony (FWIW):

I have a very reliable and stable cable internet connection and a not-too-quick computer. A fast-trading stock is able to overwhelm cpu capacity, as I monitor it on Win95 "System Monitor". The screen image will fade and keyboard and mouse inputs won't get there. System Monitor also shows plenty of "Free Memory".

I used to run the same machine with a dialup connection and the symptoms of the connection not keeping up are much different. Level II and T/S become out-of-whack with Level I, it's hard to know exactly which one is right, especially as you would rather believe the one that is wrong <g>.
