[Network bottlenecks]
When accessing SI the server is most likely not rate limiting. I use a T3 connection which is very fast inside of germanys science network but has very spotty performance when accessing transatlantic links. For months the backbone network was hoplessly overloaded with at least 30% packet loss. Typical were 30 to 60% packet loss. SI access was very slow almost unberable. Now the net has changed and the packet loss rate varies from 0 to 50%. When the connections are good I can download at 5 MBit/s from german servers and at 100 to 200 Kbit/s from american ones. A bad connection will result in download rates of less than 1 Kbit/s and eventually stall after dowloading 15 to 200 KBytes. When the network connection is good I get a SI post in a fraction of a second. Otherwise it can take minutes to load.
