I'm not sure if your question is tongue in cheek, so I will answer it seriously.

Pakistan internal rebels probably would not produce a nuclear reaction by Pakistan. If you look at the Nuclear capacity of Pakistan; it seems very limited from what I have read in the news media and more for show than a tactical system.

If you look in Jane's "All the World's Missiles" and there are some European websites showing missiles and capability of various nations; India appears more formidable. There appears to be nothing here to provoke India.
