Yes, they usually do, though there are two different ways it happens, depending on the kind of split (see <https://www.siliconinvestor.com/readmsg.aspx?msgid=6871350>).

Let me put my "challenge" a different way: Can anyone explain to me why press releases announcing splits always tell us the record date and the distribution date? Is it just to strike fear into the hearts of novice investors?
