I agree that the EU intentionally created a sustainable or strong euro since that is a desirable position for a new currency intended to attain reserve status. As for motive, the ECB wishes for stability and is said to conduct monetary policy in similar fashion to the Bundesbank. It is unlikely that Europeans harbor any predetermination to tank their own currency, however, they will have to address sharp deviations in euro exchange rates vis-a-vis major world currencies. There are concerns that the euro could become too strong and cause problems for trade or, conversely, socialist leaders may respond to internal pressures with excessive and inappropriate spending.
