You may be onto something.

European Central Bankers must have realized that the EURO would be popular as an alternative to the Dollar, and decided to build in some breathing space for further rate cuts to stimulate the economy.

Of course, I'm not quite sure when they actually set the official exchange target rates.

Anyway, certainly an interesting alternative scenario.
