This is an interesting observation. I suppose it is a combination of factors involved. First is the opportunity presented by being powerful as there are many groupies out there. I know a lot of political types (local) and it is surprising how many "offers" they get. So if you are inclined that way there are lots of opportunities.
Second: Politics in this day of polls, especially, has become the art of lying. Unfortunately the most effective politicians today are those who are willing to take positions based on polls rather than principal. I can admire a Eugene McCarthy or Jimy Carter whose politics I disagree with for their committment to their beliefs. You could have an honest discussion with them. However the successful modern politician does whatever is necessary to win, whether that means misrepresenting their views, misrepresenting the views of their opponents, negative campaigning, etc. If the only way you can be successful is to be dishonest, how can we have anything but dishonest politicians? The honest, decent ones don't survive.
Third: The political animal seeks power. In the end I have met very few politicians who are not into power. The few that I knew who weren't didn't last long. In Clinton's case as well as in the case of others, I do believe that this desire for power is somehow related to SEX I don't know if it is a deep seated insecurity or some other explanation, I suspect however, that the personality which seeks and finds high political office coupled with the opportunities presented to such persons is at the root of the answer.
