It's an iteration of "doing the most good for the most number of people"...the "good of the group vs. the good of the individual"...and as a gesture, it appeals to people's humanity...the things we all have in common. These are the themes of this countdown year. I agree that the SS dollars are not efficiently spent when millionaires are cashing SS checks...
