It's quite the opposite. It's "servicing the squeaky wheel". Whomever yells the loudest. Even at the expense of the greater good for the vast majority of people. Social Security could be funded with a 4% tax instead of the 13% it currently confiscates if its objectives were to merely serve old, indigent. Instead, its goals are to fund a myriad other agendas and to fund non-Social Security social programs.
Financial misappropriation is the proper name for the Social Security trust.

They've gradually priced health care out of the reach of the private consumers by shifting costs to benefit special interests. That's again doing good to benefit a small group of people.
