Not to beat a dead horse, Jon, but bear in mind that "could" is the past tense of "can" and that "should" is the past tense of "shall."

Here is a good example of the usage of the word "should" from Webster's Thesarus:

"a. -- used to express what is inevitable or seems likely to happen in the future." ( m-w.com )

Couldn't that usage REALLY express what the PR was trying to get across? I think so!

I still think you were mocking the PR in another desperate attempt to insert YOUR point of view! Guess we are used to it by now.
