Mr. Campagna,

I think it's time for you to step up to the plate and address the current situation you and all the rest of us shareholders are in. Being the Chairman of the Board it is your responsibility to express our wishes to the rest of the board members and do what's best for us as well as the company. I'm sure you read the message boards and are well aware that 99.9 % of all shareholders are unhappy with the price performance of IDC since you became chairman.

Since you were elected Chairman the stock has lost around half it's value while the Dow Jones average is up 3840 points. Looking at those examples I find it hard to believe how Rip and Doyle still maintain the management team's performance is acceptable. Even though many positive things have happened since your appointment the bottom line is the Street as well as the shareholders firmly believe a CEO with background should be heading this company. Everyone realizes you have a good relationship with Mr. Doyle and owe him a certain amount of loyalty but we also believe the shareholders deserves the same loyalty . Many of the brokers that have trusted you and the company have lost jobs , accounts , friendships , and even marriages because of the poor performance of our stock.

If options were awarded to management by performance of the stock as they should be , then the last few years no options at all would have been awarded to anyone at IDC. I questioned Rip about management investing their after tax dollars as we do and was told our new board members have both bought blocks of stock and he was on payroll deduction to purchase shares as well as others. I believe are new board members hold a total of 5000 shares between them so I think Rip's comments are quite comical .

My personal feelings are that if you ignore this important issue much longer then an all out effort should be taken to vote you out and put someone in charge that will make are voices be heard. I am totally convinced from what I read and hear , this type of action will have 100 % support.

It's fact that deals have been made while Mr. Doyle has been running the company and it's also fact these deals or his presentations of our technology haven't produced any new investors . Should you have appointed a CEO last January or February and let him present the Alcatel alliance to the market it may have signaled to the market there would more deals coming. Then with the follow up of the Kyocera and Sharp deal many would might have looked even further out. Now with the addition of Toshiba and Denso it's possible our stock might have seen new highs. .

In the past you have afforded letters to the shareholders and maybe it's time another is in order to provide some idea to all of us on what's going on. I'll give you the opportunity to respond to me about a few of my concerns.

1. What does our two hundred employees do every day when we have no orders or back log ?

2. What is the current status of the IDC Vs. Ericy ? It's now over a year since the trial was to start.

3. What is the status of the chip TI is working on and when is it expected to be brought to market. Many of us thought it would be introduced in the last Q of 1998. I question this because long ago we were told LSI would be making are chip and as you know that never happened.

4. How much longer can we expect to wait to hear if our patents have been re-validated regarding the ERICY case ?

5. When can we expect a licensee from Europe for TDMA ? Almost 7 years were spent validating the patent and yet not one company from Europe has licensed for TDMA . Even our alliance partners on both shores don't provide us with any TDMA or GSM revenues . This is a major concern of mine as well as many others . With almost 140 million GSM/TDMA users in the world
some explanation from management is needed of what those numbers mean to us should everyone honor our patent portfolio.

The Internet has created a great way for investors to share their feeling as well as voice their opinions. We now can examine company documents and see the umbrellas that are afforded to management teams and investors no longer will tolerate mis-management . Management too can play a part in their destiny by using the Internet for what it was designed. Providing information .
