On BB stocks, it is perfectly legal to hold selling to ask. Ask sat at 0.31 all day if I am not mistaken. So they didn't sell at 0.30. Put a bid in at 0.31 and it should fill just fine. OTC BBs often will split the bid / ask but not always. Another thing you can try is to put an offer in at 0.30 and then after a half hour or so cancel it. Don't replace the your offer and see if the MM drops the ask. Sometimes they do. Sometimes they don't. If they don't, you will need to up your offer to fill.
