Some possibilities for #4:

* Now that Nextwave is turning back licenses to the FCC, Omnipoint is 4th ranked Licensed Wireless Carrier in US if you measure the "POPs" or Markets they hold licenses for.

* Their subscriber base through Q4-98 is either 4th or 5th largest amongst those PCS carriers who selected GSM technology to build out their digital network.
