Jon - almost all entities in the finance business (securities dealers, insurance companies, and banks, for example) really need a nice, upward sloping yield curve to help make their business operate profitably.

Maybe true, but the financial segment is only a small fraction of their whole economy. If it was only their banking segment that was in bad shape it might be a good idea to raise interest rates, but ... . As it is there are already a lot of bad loans - how many more will there be as they raise interest rates and decrease their foreign competitiveness?
