No not really. You could just record the already compressed material.
You'll need a decoder to watch it tho'.
And you'll need an encoder to record those local stations the Gov't is preventing you from getting on the Satellite.

Divicom has put the infrastructure inplace for Echostar to be able to provide WebTV like service.
