Dwight, I agree that the wrangling at the FCC is not helping anyone. I expect the local loop squabling to be resolved in the first half of the year which should help.

ISPs are a smaller percentage of CSCCs business than telcos... so on average, access fee would assumeably help more than hurt their biggest customers. I think their primary strategy is focused on telcos, as they see them as the ultimate ISPs. They are right, IMO.
