West Texas Intermediate crude oil was about $23 in the latter part of 1996 and is now around $8.

oilworld.com

This presents an economic shock and looks like a repetition of 1986 when the Saudi oil minister Sheik Yamani deliberately stopped supporting the price of oil to drive marginal producers and alternative energy sources out of business. After that the price of oil recovered somewhat and remained roughly in a range of $15 to $20 until last year.

Oil companies have been merging and consolidating to reduce costs. They must have been expecting OPEC to agree on supporting the price of crude and are now changing their expectations. GRNO's business plan is somewhat different because of its already low price for the plant itself plus its low cost of operation. Even with low distillate prices, it should be a good business deal, especially in foreign countries with weaker currencies and with even lower operating costs than the USA's.
