The other advantage that you didn't mention for CF is that it is available for UNIX - Solaris now and HP-UX coming. I think they've also announced that a version of Linux is coming. If I was developing a site that was going to have to deal with a high transaction rate I don't believe that I would use NT. With CF, you can develop with NT or even Win95 and then move to a Unix box for implementation.
