Hi Charlie, I have given this much thought. If being-facilities based means using a closed architecture, or using a proprietary scheme that will lock users into a certain infrastructure, then I can see it working, albeit with only limited success.
Once the user enters the realm of Layer 3, it's the wide open territory of the "virtually unbundled" and free-to-choose.
The only other alternative I see is T, or whomever, using packet header detection software in their nodes that prohibits their users from gaining access to other ISPs or Internet Telephony Service Providers (ITSPs), or to use no ITSP at all at some point.
Such a restrictive action (such as using packet filters) by any dominant provider would go over like a lead balloon in today's day and age of open connectivity and freedom to roam wherever one chooses.
I certainly don't have the answers, and I appreciate your reply. All comments are welcome.
