My source for professional reasons must remain anonymous, Skeeter. Suffice to say that it is based in Japan and has close contacts with the top management of Asian chip makers. LG/Hyundai are going to spend the next 12-18 months working out how to integrate themselves & their fabs, so they are not going to spend much in the way of real capex to remain competitive. Effectively, they are probably only going to spend about $100 million which is nowhere near what is needed. They know that they are falling behind, but with their finances in such terrible shape they have no choice at this stage but to follow the industry and hope that the pace of chip shrink does not accelerate too quickly.
