You are referring to the NY State AG. NY has legal requirement
of five days notice before the state AG can bring suit. During
that time the prospective plaintif has five days to respond to
the AG and/or the NY courts why suit should not be brought. The
legal bases for this need not be direct response to prospective
suit.
