1. Most billers (online bills) will encourage payment via Checking account. A bill payment by credit card requires the biller to pay a high credit card fee. For Example, when I signed up to receive my AT&T Universal Credit card online the only option I saw was payment via Bank Checking Account (provided by CheckFree). I couldn't find any option to pay by Credit Card, which is kind of silly anyway to pay one credit card with another, IMO.

2. Amex could link up with billers so consumers can view and pay their bills, but this would require Amex to set up a relationship with every major biller in the U.S., a very expensive and long process, or they could outsource to CheckFree. AMEX doesn't have the technology or infrastructure for Bill Payment, Payment tracking, error handling, etc.,etc.,etc. Transpoint has been trying to build this functionality for almost 2 years, and is still in just a pilot phase.
