OEC, I believe you are wrong. THe U.S. Supreme Court has protected the publication of legally-obtained, publicly available information. I'm assuming Papillon did not obtain this information illegally. Omission of the expungement may be misleading, but hardly qualifies as libel, since the criminal charge did in fact occur. It's been a while since I looked at this area of the law, but I doubt it has changed all that much.
