The outsourcing of billing and collections is a means by which hospitals and medical associations are cutting administrative costs. This is a rapidly expanding field of which, I believe has only begun to fulfill its potential.

Additionally, USRV's proprietary software is, from what I understand, cutting edge and in demand.

Finally, Investor's Business Daily has USRV ranked a "B" in Accumulation/Distribution. THis indicates that the company's stock is under professional accumulation. This should be a bullish sign.

I believe that this stock is purely speculative, but at this price, seems to have minimal downside. Look at the positive reaction the stock generated upon the announcement of the $25 million contract the other day. Another statewide contract should start the ball really moving.

All IMHO, of course.
