Don, my apologies for not catching this post. I have been focused on
a number of new positions and have not been active here. As for the
EDS outsourcing win at St. of Ct. I really dont know the details.
Usually it boils down to price and terms and conditions. For instance
a major issue would be the employees since they are union and the
state is going to be very circumspect with how that is handled. But
generally if the margins arent there then IBM is willing to lose.
There are some real dogs in Global Services' outsourcing portfolio
due to "win at all cost" type deals. They dont do that anymore. The
resource base is too stretched to allow for winning a marginal deal.
Thats about all I can offer on this situation.
