Rgeardless of whether at its own initiative or by force of state
AG's (and especially if the latter), refunds basically will lock
AOL into a performance level standard. IOW, conditions for refund
will have to be defined. Such as # subs per modem; # dial attempts required. That will dog AOL forever, and subject it to constant refund requests here and there -- all of which will mean audits of AOL facilities, etc. etc.
