Ted, they truly do s*ck. Not only are their stock and options commissions high, but they have the worst web system I've ever seen. It is very slow and breaks down quite often. In addition, they do screw you on fills, time and time again.

Try MB Trading. They have some problems too, but they do not involve executions or the system going down. Commissions are lower and the executions are fantastic. The only negative I see is that they have really stupid margin rules. Otherwise, I couldn't be happier moving my money out of Schwab to them.

In terms of recourse, your best recourse is to move your money elsewhere. Then, there's arbitration if you want to deal with it.
