Bill, we're talking apples and oranges here. Lots of polluted water often flows under the bridge before the plant gets shut down. And often it takes a protest or two to get people's attention to get an investigation in the first place. In other words, like the name implies, enforcement agencies are designed to enforce not warn. Thus, while it certainly doesn't hurt to beef up enforcement, there will always be a place for peaceful protest.
