Yes, depending on what you mean by "successful" and what you mean by "trader". Generally, anyone can learn the pattern set-ups, understand the risk/reward probabilities and implement the trades.

Who are the best known trading millionaires/billionaires?

The best "traders" I know are invisible. They do not write books or post on SI. They maintain a low profile, but, they are out there.

Why trade, when you can buy a "value" stock

The art of selecting that value stock is "trading," like it or not. The decision to "hold onto it forever" is also trading. Every action and every omission in the market is a trading decision.
