Paul is dead wrong on the 21.5% power increase.
He is bullshitting again to make a stupid point.

The power difference between a device operating at 2.2V vs 2.3V operating at the same frequency ie 450Mhz is less than 5% or basically irrelevant.

As you note the 0.35 micron devices consumed much more power and there will be no heating/power dissapation issues.

The only issues is reduced margin for max. supply voltage, and so these chips do require better power regulation. But the newer MB with decent voltage regulators will have no problems with this.
