But the provincial Goverments in Canada do not have enough money to
invest in new software. They have enough trouble as it is keeping the
good doctors from going to the US, hiring enough nurses to keep the
beds open.

The way to make money is selling to the US hospitals. All the rich
people from Canada holiday in Florida anyways. When they get sick they
go to the US for Top knotch medical care instead of waiting inline
at a Canadian hospital.
