At present the call from a PC to the ISP server is ,in large majority of cases,a local phone call.But the local carrier industry never designed their networks to accommodate this digital traffic. This industry is seeking relief and the FCC may well take action.For example under one proposal the acess call to the ISP could well be classified as a long distance call rather than as a local call.Be aware this battle is ongoing.
